HOW TO APPLY FOR A TELECOMMUNICATIONS LICENSE
Application Process Overview
Step 1: Determine Licence Type
Choose the appropriate licence based on your service:
- Network Infrastructure
- Building telecommunications infrastructure
- Network Services
- Voice, data, SMS services to the public (includes ISP)
- Unified Licence
- Full-service electronic communications
- Resale ISP
- Reselling bandwidth (simplified)
- Premium Rate Services
- Numbering allocation
Step 2: Prepare Application Documents
- For Network Infrastructure & Network Services:
- Corporate documents (registration, memorandum/articles, shareholding)
- Director details (IDs, CVs)
- Financial information (bank statements, capital breakdown)
- Technical and business plans

- For Resale ISP:
- Application form
- Director ID (certified)
- Company registration documents
- Office proof (lease/ownership)
- Trader’s licence
- Bank statement (3 months)

Step 3: Submit Application
- Where to Submit:
- In-person: LCA Headquarters, 30 Princess Margaret Road, Old Europa, Maseru 100
- By mail: Same address
- What to Submit:
- Completed application form (signed and dated)
- All supporting documents (organized and indexed)
- Cover letter on company letterhead
- 7 complete sets (1 original + 6 copies) for Network Infrastructure and Network Services
- All photocopies certified by Commissioner of Oaths
